Residents believe that law enforcement agencies are aware of the location and owners of the mines but have not taken effective measures. This has led to anger from Russian citizens and media over Abkhazia's energy consumption, as Russian taxpayers have to foot the bill for it, and domestic electricity prices in Russia are also rising.
